What counts as a check

One protected action check equals one preflight boundary call. That includes:
  • Taint marking
  • Event ingest
  • Execution reports
  • Decision receipts
  • Decision reads

What does not count as a check

These do not create a protected action check on their own:
  • LLM calls
  • Retrieval calls
  • Context accumulation
  • Support-input history capture
